ffmpeg -ss 00:00:10.500 -i input.wav -to 00:01:23.400 -c copy output.wav
 Extract part of input.wav from 10.5 seconds to 1 minute 23.4 seconds.
Output to output.wav. input.wav does not change.
If you don't write -ss first, processing time may be slower.
If -c copy is specified, the quality will not deteriorate.
If you want to output to another format, remove -c copy.
00:00:12.000 and 00:00:12 have same meaning.

ffmpeg -ss 00:00:08.700 -i input.wav -t 13 -c copy output.wav
 Extract 13 seconds from 8.7 seconds of input.wav.
Output to output.wav. input.wav does not change.
